In 2011 the California Public Utilities Commission (CPUC) directed all the investor-owned utilities operating natural gas transmission pipelines in California to each develop an Implementation Plan to achieve the goal of orderly and cost-effectively 测试 or replacing all natural gas transmission pipelines in their system that have not been strength-tested. 西班牙&E支持CPUC要求增加的管道安全措施, 并提交了一份管道安全增强计划(psp)，以执行委员会的指令. 该管道安全计划于2014年由CPUC批准.
